Records Division
Dispatch Center
A direct request for police services can be made through the dispatch center. You should call 911 for emergency response or 238-4422 for non emergency calls for service and general inquiries. Through the dispatch center the New Castle Police Department directs emergency and non-emergency patrol services. The Dispatch Center also dispatches the Chappaqua Volunteer Ambulance and coordinates the response of a variety of municipal services including state, county, and local highway departments and local utilities. The New Castle Police Department is community service oriented and will direct community needs to the proper resources.
The Patrol Division is the most visible section of the police department. Patrol officers provide around the clock service to the residents of New Castle. They are the uniformed officers who provide the first line of defense for the public's safety. It is the patrol officers responsibility to protect life and property, uphold the civil rights of individuals, preserve public peace, provide citizen assistance, enforce criminal and motor vehicle laws, and respond to emergency situations. The Detective Division is responsible for investigating crimes which occur in the Town of New Castle. They will also assist the patrol force, if necessary, with investigating any incident that occurs in the Town regardless of the nature.
There are times when residents may need to have their fingerprints taken for non criminal justice reasons such as adoption proceedings or immigration and licensing requirements. Members of the Detective Division will do this type of fingerprinting for New Castle residents. There is a $20.00 administrative charge. Non-criminal fingerprinting is done by appointment. Call 238-1565 for an appointment. Please be sure to bring a valid government photo identification and the proper fingerprint card.
The Youth Officers responsibilities are numerous and varied. The Y.O. handles all crimes that have been committed by juveniles as well as crimes with juvenile victims. The Y.O. handles child sex abuse crimes that occur within the Town. Sexual Offender Registration (Megan's Law), Missing Person and runaway cases, and presentations to youth and parents are handled by the Youth Officer.
Traffic Enforcement Unit
The New Castle Police Department's Traffic Enforcement Unit works to reduce the number of motor vehicle and pedestrian accidents in the Town. This objective is obtained through selective enforcement by the use of Police Radar. In addition, the unit coordinates seat belt compliance and Stop DWI enforcement initiatives. The unit deploys speed counters to assess the volume, direction of travel, time and speeds of vehicles. This information is used to identify the problem areas where selective enforcement details are used. The unit also conducts commercial motor vehicle inspections on all types of tractor trailers, dump trucks and other large commercial vehicles that travel on our roadways.

The Child Safety Program is operated by officers trained and certified as Child Passenger Safety Technicians. Each year these officers inspect over 400 child safety restraints. The officers make sure the restraints are in good condition and have not been recalled. They check to see that the child is the proper size for the restraint being used and they make sure the seat is properly installed. Inspections are done by appointment. Records Division
The Records Division is responsible for maintaining all reports completed by the New Castle Police Department including Motor Vehicle Accident and Incident reports. Copies of these reports may be obtained during normal business hours. Proper ID is required and authorization under the Freedom of Information Act may be required. There is a fee of $.25 per page. The hours of operation for the Records Division are Monday through Friday between the hours of 9:00am and 4:00pm. The Records Division can be reached at 238-1565
Alarm Registration
Due to the high number of false residential and commercial burglar alarms received by the New Castle Police Department, a Burglar Alarm Device Control Law was passed. Alarm Permits are required. The hours of operation for alarm registration are Monday through Friday from 9:00am to 4:00pm. For matters concerning alarm registration or fines call 238-7293.
Animal Control Officer
The Animal Control Officer responds to dog complaints, bites, and wildlife complaints. Wildlife must be sick or injured for the Animal Control Officer to respond. Wildlife in homes or on property that are not sick or injured may be removed at the property owners expense by hiring a Nuisance Wildlife Agent.
If you have questions concerning dog licenses or other inquiries concerning animals call the Animal Control Officer at 238-1334. If you have a problem with an animal that requires an immediate response call the police desk at 238-4422.
The New Castle Police Department participates New York's Watch Your Car and Insurance Fraud Prevention Initiative.
Participants register their vehicles through the New Castle Police Department. Participants will display the "Watch Your Car" decals in the windows of their vehicle. By displaying the decals vehicle owners are letting police know that they do not usually use the vehicle between 1 a.m. and 5 a.m. If an officer sees a vehicle with "Watch Your Car" stickers being driven between 1 a.m. and 5 a.m. the officer has authority to pull it over and question the driver. The officer will determine if the vehicle has been stolen.
* If you usually drive your vehicle between 1 a.m. and 5 a.m. this program is not good for you.

The VIN Etching program allows owners of motor vehicles to have the Vehicle Identification Number (VIN) acid etched on to the windows of the vehicle. The etching is done by trained New Castle officers. The etched number is very difficult to remove from the glass, making the vehicle less desirable to thieves.
In New York State, if your vehicles windows are etched, you can receive a 2% to 5% discount on your insurance premium. Check with your insurance company.

When a teen gets his or her license they experience a new sense of freedom and maturity. For parents this is often a time for feelings of uncertainty and concern for their young drivers safety. A parent does not necessarily find out when their teen driver has been stopped by police for an unsafe driving act.
The L.E.A.P. program makes that communication possible. L.E.A.P. is a non-intrusive program that establishes a partnership between parents and law enforcement officers. When a vehicle is registered in the L.E.A.P. Program the police will notify parents if the vehicle is stopped for being operated unsafely by a driver under 21 years old. With this s knowledge parents can take steps to stop the unsafe behavior.

The New Castle Police Department offers the Vacant House Check's to New Castle residents.
If you are a New Castle resident leaving town for a weekend or an extended period of time can register with New Castle Police to have your house checked while you are away.
To register fill out a Vacant House Check Form and drop it off at the New Castle Police Department. Forms are also available at the Police Desk.
The New Castle Police Department is providing free gun safety kits to local residents through a partnership with Project ChildSafe a nationwide firearms safety education program. The safety kits, which include a gunlock, are currently available at the police station.The program is funded by a U.S. Department of Justice grant, with additional funding provided by the firearms industry.
Residents who own a firearm are encouraged to pick up a Project ChildSafe kit. Each kit contains a safety tips and a cable-style gun lock. The locks fit on most types of handguns, rifles and shotguns. The goal is to prevent a child or any other unauthorized person from gaining access a firearm.
